Yes that is a good idea.

No: that is a very bad idea. If any one likes to bring a nepalli biker that is their business, not the government´s, it would be like prescribing that every foreigner climbing in Italy must have an Italian with him to climb anything.

That is sound advice. It is nothing like cycle touring but really demanding technical riding, which demands a lot of balance and bike handling skills. What makes it at all possible is that the hotels all along this route are so good that one hardly needs to carry much more than a tooth brush and some warm clothes.
