I did the circuit in September last year and thought that it was an excellent time for that particular hike. The first few days it rained for an hour or so in the late afternoon but otherwise no problems. The temperature was mild throughout and the only cold night was at basecamp before going over the pass.
For the second part of your question if you arrive around midday in KTM you could arrange for your ACAP permit the same day and be on the bus to Besi Sahar the next morning.
