Just how do you expect the Nepali authorities to stand up to the Chinese? Are you really surprised that they capitulate to them when there is a huge amount of pressure being placed on them? It may not be morally right to do the PRC's bidding but Nepal borders one of the most powerful and most populous nations on earth, second in power probably only to the US now and when China says "jump" Nepal unsurprisingly says "how high". I don't like the situation anymore than you do but we don't live in utopia and western countries have been leveraging political (and military pressure) on smaller and weaker countries for a very long time, and many in Europe and America owe their standard of living to the bullying behaviour in the past (and present) of their very own governments. It is quite condescending to be so appalled at Nepal's actions when you do not feel the considerably threatening shadow of China looming over you from your ivory towers.
