Yeah. There is good hash in Nepal. You'll do better not being paranoid about buying it openly on the street. You'll need to look it over, break it open and have a whiff. The best you'll find in Thamel will be a black oily kind/ a bit sticky. It is fragrant and has a heavy lethargic effect. The standard brown hash is not bad and better than you'll get outside of Nepal. It is better for chillum use with local tobacco.
You can pick up a 2 Nrp clay chillum in the ceramics courtyard about 20 meters before Indra Chowk. (On the left coming from Thamel.)
Nobody uses the "tola" weight concept anymore, so it's just a lump for $5US. A good charas will cost more. It used to be cheaper, but well, too many tourists paying $10 for more hash than they have ever seen has made things expensive.
Avoid the goondas.(Gangster kids) They step on the dope with incense and other ingredients. They'll make a big "hurry up" show to spook you and you'll end up with so-so gear. better is to refuse mediocre wares and then have a tea with the dealer. They'll "find" a runner of some kind and send them to "the Monkey Temple" for "the number one". Chances are 50/50 that you'll get something really interesting even if it really isn't from "the Monkey Temple". Hahahaha!
At this time of the year you may score a kind of Charas which is slightly green inside. This is the treasure. If you are lucky enough to find this, you'll not remember much of Nepal. It is very strong.
Everybody knows who the dealers are. Everybody knows what you are doing when you go down the lane. Relax and make a good purchase. Do not over-buy. Please note the increased amount of soldiers and police on the street. Stay clear of solicitations at intersections.
In the mountains and Lakeside in Pokahara bring a mixed lot. Sometimes it's a raw, fresh charas. Wow! Sometimes it's "doop and dope." The best cannabis that you'll enjoy there is the stuff that you pick yourself. It is all seeded, but it is very nice. Nepalis don't treat the Grass very well, so it is always medium/low quality; the cannabis has had rough hands rubbing the glands off of it.
Please don't smoke openly in obviously conservative places. The Nepalis won't hassle you but it makes them very nervous. They don't mind the "hash tourist" but they do mind the "dope tourist". I don't know if that makes sense to you or not. Good luck!
