
Nobody knows why the Tibetans, after inventing the wheel, failed to go on to what is now seen by scientists as the next logical step, the Harley Davidson v-twin motorcycle. It must rank as one of history's great blunders, like the Roman failure to use the arabic numbering system (presumably because the arabs hadn't invented it at that time ) which could have lead to the early development of nuclear weapons. Another example is the British failure to build the digital computer in the early eighteenth century despite the existence of a suitable design. By the Victorian era, Britain could have lead the world in computer games.
We shall never know.
